Are antibiotic resistant diseases a product of overuse and importer use of antibiotics? True or false?

Some diseases becomes resistant to antibiotics over time. Doctors used to prescribe them for just about anything, but most of them don't do that anymore. As far as the importation of antibiotics from another country, it is actually illegal in the US, but drug enforcement doesn't target individuals who get their prescriptions from Canada, Mexico, etc. They are more interested in targeting big drug importers, whose drugs might not meet FDA standards. If the imported antibiotics are sub par, then they won't be effective, and I wouldn't think that would cause the disease to become resistant to them. And there are some diseases that just don't respond to antibiotics.
