Is American business being regulated in favor of importers?

being a super environmentalist animal rights freak i have to say i think regulations are doing more harm than good. i think if we heavily penalized screw ups from big business and reduced their tax rates to a percentage for doing good things like encouraging reforestation etc. it would give them incentive to do better and not just compete for peoples money anymore, but also compete for what business seems more earth friendly and what one is encouraging reforestation or other sensible environmental efforts (not that cap and trade bs)
