Is it ever justified for government to create an artificial oversupply of something like milk for example?

It's a bad idea to overstock perishable items such as food, but the U.S. does stockpile things that can be useful later on. It allows a smooth transition. Some of the things the U.S. stockpiles, oil, medication and shelter.
