Why do people think they can vote away a recession?

The only way to vote away a recession (for good) is to vote for a government committed to developing technology at any cost that would bypass resource scarcity. Basically, a government put in power to destroy it's own power! Could such a government ever exist? It would if it were made up of people who were decent enough to want personal autonomy more than sadistic control over others.
