Will the Phoenix Coyotes relocate to Hartford?

I live in Connecticut and I know they're trying to get a new arena. If they promise a new arena could the Coyotes (or another team for that matter) survive a year or two at the Civic Center and then move into a new arena? Hartford was a great hockey city!
