Why we lack civic sense?

We have plethora of rules and regulations and societal norms. But why are we so poor in its implementation , more so by choice and not even by force. We r soooooo---- stubborn. We then use some lame excuse or explaination to prove that we are right, rather than admitting our mistake. We will prgress ONLY when we have civic sense.
